ITEM 1: Welcome and Opening Remarks
The AMDIN Deputy Chairperson welcomed the MDIs to the inaugural Biennial General Members meeting (BGM). The Deputy Chairperson chaired the meeting in the absence of the AMDIN Chairperson. A list of the participating MDIs is attached to this report.

ITEM 2: Adoption of the Agenda
The provisional agenda for the meeting consisting of the following items was adopted as presented.

The agenda was adopted as presented.

ITEM 3: Report by Acting CEO on AMDIN progress
The acting CEO presented the achievements of AMDIN in line with its predetermined activities and programmes as outlined below:

On governance and operational issues, the acting CEO presented that AMDIN had held 4 Council meetings and established its standing committees as constitutionally stipulated. AMDIN was officially registered as a Non Profit Organisation (NPO) while progress was being made in attaining tax-exempt status. On finance, a bank account was operational although the financial administration was still managed by SAMDI as the host of the AMDIN Secretariat. AMDIN had also duly reported to all the meetings of the Pan African Ministers Conference of Public/ Civil Service and Bureau of Ministers of its progress. The membership and fundraising drive was underway and the acting CEO urged MDIs to participate in growing the numbers for AMDIN.

On the matter of capacity development, the JICA ToT programme was underway with participants represented from the different regions. AMDIN had also commenced on developing a policy paper for African MDIs. Other activities included the MDI participation in the All Africa Public Sector Awards 2007 and the potential needs assessment and curricula development processes that were progress.

Finally, the acting CEO indicated that in 2007 AMDIN had and would utilise the opportunity to network at various events such as CAFRAD, AAPAM, CAPAM, IASIA, and UNPAN.
